The General Manager is responsible for managing and overseeing the operations and maintenance of Iqaluit's tank farm and pipeline distribution system, which includes truck delivery of home heating oil and jet fuel to aircraft at the local airport. The General Manager ensures quality control, health, safety and environmental management, as well as the achievement of operational and financial objectives. The General Manager plans, organizes, schedules and coordinates the safe and efficient work of employees, contractors and their teams throughout Uqsuq's fuel management and delivery operations. This is achieved by applying strong skills in environmental health and safety, human resources, scheduling, service delivery, task assignment, problem solving and financial control.

 

Overall responsibility:

The General Manager ensures quality control, health, safety and environmental management, as well as the achievement of operational and financial objectives.

The General Manager plans, organizes, schedules and coordinates the safe and efficient work of employees, contractors and their crews throughout Uqsuq's fuel management and delivery operations. This is accomplished by applying strong skills in environmental health and safety, human resources, scheduling, service delivery, task assignment, problem solving and financial control.

 

Structure:

The Uqsuq General Manager reports to the Uqsuq Vice President. The position oversees three direct reports: the Operations and Maintenance Manager, the Accounts Receivable Clerk and the Accounts Payable Clerk, in addition to managing a multi-boat team for the safe, efficient and cost-effective delivery of fuel handling and management services. The General Manager also represents the company on day-to-day operational matters to customers, consumers, employees, government agencies, regulators and the wider community.

 

Specific responsibilities:

  • Supervise and control activities related to the Iqaluit tank farm, distribution system and service delivery in Iqaluit, Nunavut.
  • Oversees all operational activities, directs fuel receipts and delivery operations.
  • Responsible for ensuring that safe work policies and procedures for equipment and personnel are followed, and that necessary permits/licenses/approvals are in place, up to date and adhered to.
  • Applies safety rules and regulations and is responsible for the progress of work in accordance with project plans and specifications.
  • Ensures regular inspection of installations/equipment and documents this inspection, including corrective actions and completion dates.
  • Participates in and contributes to job-specific safety, planning and organization meetings to discuss scheduling, personnel and equipment issues.
  • Reports all safety/environmental incidents to the Vice President or other designated persons, and successfully investigates incidents that occur under his/her supervision.
  • Determines requirements and implements facility operational plans and emergency changes.
  • Manages personnel actions such as recruitment, employee development and discipline.
  • Establishes annual inventory, replenishment requirements, construction, repair and maintenance activities.
  • Prepares reports related to inventory control, AR/AP accounts, payroll, equipment maintenance and repair activities, maintenance and repair functions.
  • Establishes methods for meeting work schedules and coordinates work activities with other departments.
  • Solves problems and implements measures to improve efficiency/productivity.
  • Represents the Company to the customer, the Government of Nunavut PPD and the general public. (Note: All public/press releases/statements must be approved by senior management prior to release).
  • Resolves work-related customer issues whenever possible.
  • Maintains a log of major safety, operational and disciplinary events during each shift. Safety information must be passed on to field personnel at the beginning of their shift.
  • Other duties as assigned.

Knowledge, skills and abilities :

Thorough knowledge of techniques, materials, legislation and codes required to operate Uqsuq's fuel management system and facilities; knowledge of personnel supervision, corporate administrative policies and procedures; knowledge of safe work practices related to fuel handling and management; familiarity with materials and equipment; understanding of budgetary procedures and policies; and knowledge of petroleum distribution and sales regulations applicable to Uqsuq's operations in Iqaluit, NU.

 

Education and experience requirements :

  • Post-secondary education with emphasis on business management and/or engineering.
  • At least 5 years' experience in increasingly responsible management positions
  • Solid understanding of fuel systems, regulations and applicable legislation.
    In-depth knowledge of inventory control related to POL products.
  • Must be able to maintain control and accountability in emergencies and be aware of hazardous situations.
  • Working knowledge of accounts receivable and accounts payable functions.
  • Working knowledge of report writing and high level of computer skills.
  • Must be able to pass a mandatory criminal record check.
  • Has met or is willing to meet current industry-specific training requirements.
  • Ability to obtain and maintain a “Red” pass and “D” operating permit for restricted areas of Canadian airports.
  • Good written and verbal communication skills.
  • Team player, able to meet the public and work with others under stressful conditions.
  • Ability to accept personal responsibility for solving problems.
  • Excellent time management skills and demonstrated ability to work with determination and urgency.
