Context and objective
The Economic Development and Employability Network (RDÉE Canada), hereinafter referred to as “the client,” is seeking a human resources (HR) consultant.
Recognized for its expertise, RDÉE Canada has been working for over 28 years to promote the economic development of Francophone and Acadian communities by supporting the collective actions of its members and providing national leadership based on collaboration, partnerships, and capacity building.


As part of its national consultation and capacity-building efforts and the implementation of its National Strategic Plan (NSP), RDÉE Canada has developed a competency framework highlighting the desired skills and competencies of network employees, with the aim of improving the quality of employability services offered by provincial and territorial members.

 

This competency framework will be used for skills development and to develop a training plan. RDÉE Canada is therefore seeking the services and advice of an HR expert to review this competency framework, which has already been developed internally. In order to ensure the relevance, soundness, and feasibility of the framework, an expert analysis is required, as well as the development of an implementation plan.


Mandate

Under the supervision of the Director of National Coordination and the Director of Operations and Human Resources, the consultant's main responsibilities will be to:
• Review and improve the internally developed competency framework (including two separate readings);
• Develop an implementation and deployment plan for the framework, accompanied by recommendations to support decision-making;
• Propose a budget estimate for the implementation of the recommended actions.


Desired profile

• Demonstrated expertise in human resources, namely in organizational development and human resources management.
• Relevant experience gained in similar projects.
• Good understanding of issues related to service delivery, particularly in employment and economic development or other relevant sectors.
• Knowledge of the realities of Francophone minority communities is an asset.
• Excellent writing, analytical, and synthesis skills.
• Etc.

 

Submission requirements
Interested bidders must submit:
• A cover letter describing their understanding of the role of advisor and their strategic support approach.
• A detailed service offering including the steps, timeline, CV and expertise, a detailed budget (fees, taxes, other costs), similar projects completed, and professional references, etc.


Evaluation criteria
Proposals will be evaluated based on:
• The relevance and clarity of the proposed approach.
• Experience and expertise in human resources.
• The quality of references and past achievements.
• The competitiveness and transparency of the proposal.
• Proposals must be written in English, and services must be provided in English.
• Proposals must not exceed 10 pages (including the cover page).

 

General information
This call for tenders is intended to obtain a proposal for the services of a human resources (HR) consultant.
• The client will provide the relevant texts and information in French.

• The client reserves the right to reject all proposals.
• The client reserves the right, after the closing date, to negotiate any or all aspects of any proposal.
• No contractual obligation may arise from the process unless a formal agreement is signed between the client and the successful candidate.
• The client will retain ownership of the work once it is completed.
