A New Momentum for Governance and Stability
IQALUIT, NU – September 29, 2025 – Carrefour Nunavut held its Annual General Meeting (AGM)
on Friday, September 26, 2025, at the Franco-Centre in Iqaluit, with over 50 participants in
attendance, including 19 voting members representing the diverse entrepreneurial and non-
profit sectors of Nunavut’s Francophone community, funding partners, and numerous guests.
The meeting was conducted in a calm and respectful atmosphere, marked by transparency,
accountability, and a renewed sense of purpose.
Held under the theme of resilience, this AGM provided an opportunity to review the 2024–2025
fiscal year, clarify governance matters, and elect a new Board of Directors, committed to
rebuilding, transparency, and collaboration. This came in the wake of the former board’s
removal during the extraordinary general meeting held on August 20, 2025.
Audited Financial Statement: Sound Management Confirmed
The firm Sylvestre Roy & Associates, represented by Mr. Luc Villeneuve, CPA, presented a
detailed audited financial report. As of March 31, 2025, the organization was found to be in a
sound financial position, with a low liquidity risk.
A Climate of Integrity, Clarity, and Commitment
The interim Board of Directors presented a report outlining the actions taken since August 20,
2025, to stabilize the organization and restore its public image following the governance crisis.
Key actions included relaunching the financial audit process.
The report also denounced the actions of the dismissed former president, Mr. Nicholas
Rodrigues, which have harmed the organization’s image and interests. Interim President Mr.
Benoît Havard reaffirmed his full confidence in Executive Director Mr. Francis Essebou and
praised his leadership.
In a solemn address, Mr. Havard urged Mr. Rodrigues to move on, stating: “Nunavut’s economic
Francophonie needs to move forward, not shoot itself in the foot. Carrefour Nunavut must not
become the hostage of personal disputes. We are here to serve, not to divide.”

A Year of Results
Executive Director Francis Essebou delivered his annual report, highlighting the organization’s
major achievements for 2024–2025. The year proved to be a resounding success, backed by
tangible data and impactful results.
Election of a New Board of Directors
The AGM concluded with the election of a new Board of Directors, committed to rebuilding trust
and serving the collective interest of the organization and its members:
• President: Mr. Benoît Havard
• Secretary-Treasurer: Mr. Christ Vladimir Tchapda
Board Members:
• Mr. Thierry Noutack
• Mr. Louis Eric Kamdem
• Ms. Isabelle Din Dika
Strengthening Governance
Several key recommendations were adopted to ensure that past dysfunctions and shortcomings
are never repeated. Members expressed their expectations, concerns, and suggestionsin a spirit
of constructive collaboration.
Looking Ahead
The 2025 AGM marks a turning point in the life of Carrefour Nunavut. With renewed
commitment, stronger governance, and stable financial backing, the organization is firmly
focused on the future — with determination to continue serving the Francophone community
of Nunavut.
